East Village Homeowners Association Annual Meeting

Attention All East Village Homeowners

This year’s Annual Meeting will be held on October 19th.  We had to move the venue to the Ashland YMCA conference room.  A non-acholic Happy Hour begins at 5:00 p.m. when you can enjoy mini sandwiches, fruit and veggie platters along with a selection of soft drinks.  The business meeting begins at 6:00 p.m. which covers our accomplishments of the past year and our plans for the coming year.  There is also time dedicated to homeowners to ask questions or discuss issues important to them.   After the annual meeting, the board will hold its quarterly meeting to which you are invited.

This year we are presenting two proposed amendments to the CC&R’s for discussion prior to a November vote:

1.    Prohibiting the use of units in the community from short-term rentals (i.e. AirBnB, VRBO)

2.    Establishing a limit on the number of properties that can be rental unit

Purpose of the amendments: The board wants to protect property values which can be undermined by both high percentages of rental units and usage of homes as short-term rentals.  Mortgage companies have looked unfavorably on such communities and have denied loans to potential buyers. 

Attached to this email is a document which outlines the proposals along with a list of pros and cons for each.

Proxy Forms:  The Annual Meeting is when we vote for the Board Members for the coming year.  We need to have a quorum of 51% of homeowners whether in person or via proxy.  If you cannot attend, please complete the attached proxy form assigning your vote to a member who is attending.  Email complete proxy forms to Fred Stapenhorst at fandbinhawaii@charter.net

East Village Homeowners & Board Meeting – Oct 21, 2021
ANNUAL EAST VILLAGE OWNERS & BOARD MEETINGS OCT 21, 2021 – ALL HOMEOWNERS WELCOME
The EVHOA Annual Owners meeting will be held Thursday, October 21, 2021, at 6 pm, virtually via Zoom. The regularly scheduled EVHOA Board quarterly meeting will follow immediately after the Annual Meeting. All homeowners are invited to attend both meetings.

At the Annual Owners Meeting we will review our progress in 2021 and tentative plans for 2022 and beyond.

During this year the board recognized a growing need to adapt our current landscape to contend with the drought conditions facing the entire West Coast for now and in the years to come. We have been discussing possible solutions with different landscape architects. These solutions require some serious decisions on the part of all homeowners to develop a pleasing, water-saving, drought tolerant landscape that will take us into the future. We encourage all of you to attend this year’s meeting to hear our thoughts and see examples of possible alternatives. We can only proceed with your input.
Additionally, we will conduct the elections for 2021 Board members. We have an opening for one member-at-large, if you are interested in helping the board make decisions about the community, consider putting your name forward to fill this open position.

A quorum of 50% of the owners is required to conduct elections at the Annual Meeting. If you do not plan to attend, please submit a proxy to another member who will be attending. Proxy forms are attached.

All East Village Homeowners

We had a great turn-out for our annual meeting last week!  Thanks to all of you who were able to attend.  We’re considering making the wine and cheese party an annual event prior to the meeting.  Good discussions were had!

At the board meeting which followed, I was appointed as President of the HOA Board for 2019.  I want to take this opportunity to thank Fred, our outgoing president, for all of his hard work over the last 4 years keeping the neighborhood running so smoothly.  He and Bobbi will continue as our Landscape coordinators, so he’s not going anywhere yet!

NEW BOARD ELECTED AT ANNUAL MEETING – OCT 26, 2017

A small group of homeowners attended the EVHOA Annual Meeting on Oct 26. The 2017 Board members were all re-elected for the coming year and officers appointed at the Board meeting which followed.   The Board for 2017-18 is:

The contact info for all Board members can be found on the EVHOA website, eastvillagehoa.wordpress.com.    We always welcome your questions and comments.  In addition to the election, the Board presented the budget for 2018, which was approved at the Board meeting. EVHOA continues to rest on a solid financial footing.  The 2018 budget will be posted to the website; annual financial statements are also posted on the website for your information.  Homeowners were also updated on landscaping maintenance, re-paving of selected sidewalks, and the annual update of our mandated Reserve Study. It was also noted that our HOA contracted this past winter for the thinning and removal of invasive species in the wetlands at the corner of Abbott & Dollarhide.  This coming winter we will contract for the same work in the wetlands at the south end of Dollarhide.

Due to our good financial position the Board voted to maintain the homeowner monthly fees at $100 for 2018. The Board will also consider additional paving on driveways and sidewalks where needed in the coming year.  Finally, in order to enhance our HOA the Board is exploring appropriate signage at the entrances to our neighborhood identifying us as “East Village.”

The next Board meeting is scheduled for January 18, 2018. We welcome all homeowners to attend and invite your participation in making our neighborhood the pleasant place it continues to be!  For the EVHOA Board,

About 15 homeowners attended the EVHOA Annual Meeting on Oct 27. The 2016 Board members were all re-elected for the coming year and officers appointed at the Board meeting which followed.  The Board for 2016-17 is:

In addition to the election, the Board presented the budget for 2017, which was approved at the Board meeting. EVHOA continues to rest on a solid financial footing. The 2017 budget will be posted to the website, along with other financial statements.

Members were also updated on landscaping maintenance, exterior painting by homeowners, and the completion of our mandated Reserve Study. We also acknowledged the increasing participation by homeowners in the affairs of our HOA. Everyone applauded the first HOA Block Party last summer and it was agreed to hold another one next year.

Finally, due to our good financial position the Board voted to waive the normal January 2017 payment ($100) from all homeowners. The Board did not feel it was prudent to consider any change in the amount of the normal assessment of $100, but agreed that such “one-time” waivers could be considered from time to time, based on our financial situation. IF YOU NORMALLY PAY EACH MONTH SIMPLY SKIP THE JANUARY 2017 PAYMENT AND MAKE YOUR REGULAR FEBRUARY PAYMENT. IF YOU NORMALLY PAY TWO OR MORE MONTHS IN ADVANCE SIMPLY REDUCE YOUR ADVANCE PAYMENT BY $100. If you have questions let me know via email.

MONEY, PLANTS & PLUMBING – UPDATE ON OUR HOA!

Your Board of Directors met on January 21 and we’d like to bring several items to your attention:

– The financial statements for 2015 were reviewed and our HOA is in good financial condition (those statements are posted on this website).

– We will continue to make improvements to our landscaping in the upcoming year, particularly in the parkway beds. We will also more aggressively address the mess made by falling plums from the trees at the east end of Dollarhide. If you ever have concerns or questions about landscaping feel free to email Bobbi Stapenhorst, our “landscape liaison”, at fandbinhawaii@charter.net.

– The Board has contracted to have a state-mandated Reserve Study done by an appropriate firm. The study will give us a long-term plan to assure that we have sufficient funds to maintain our HOA’s common area assets.

– The Board clarified that each homeowner is responsible for the maintenance of their unit’s pressure regulator. The pressure regulator is found in a green-lidded box immediately in front of most units. The pressure regulator helps maintain consistent water pressure to the house. After many years use they may begin to function poorly or, in some cases, begin leaking. In that event, the homeowner will need to call a plumber and arrange for a replacement.   A handful of homeowners have had their pressure regulator replaced (cost for parts and labor seems to be in the $300 range). Failing pressure regulators may become more frequent as most of our units are now 10+ years old.

– The Board also clarified that disabled or abandoned vehicles may not be left on HOA streets for more than 72 hours. Such vehicles will be subject to ticketing and towing by Ashland Police and the homeowner may be subject to an HOA fine.

Finally, your Board continues to applaud all of the residents of EVHOA for making our neighborhood such a pleasant and attractive community. The board has increased its monthly budget with US Lawns.  We have moved away from a mow-and-blow type arrangement to a more pro-active approach in troubleshooting sprinkler issues, trimming of bushes as well as cleanup.

Plans are in place for the soil enhancement and planting of color spots in the parkways.  The plants will be drought tolerant perennials. This will give a much needed pop of color throughout.  In May, all front yards will be mulched. We will be sure to give all homeowners advanced notice since the blowing process used for application can be ‘messy’.   We have asked that consideration be given in this regard.

With the elimination of our legal debt, the HOA board is financially able to take on these enhancements.

Bobbi Stapenhorst, our landscape liaison, has worked closely with Brandon of US Lawns to determine what would best serve East Village and its residents and we thank them for their time and effort!

With these exciting changes come owner responsibilities as outlined in our CC&R’s and Architectural Guidelines.  Garbage cans and recycle bins are being left out permanently.  Some backyard enhancements involving height extensions to the fence have been done without prior board and neighbor approval and front porches are becoming clutter zones.  All of this is addressed in the HOA documents put together by committees of EVHOA owners.

Our goal is to keep East Village an attractive, inviting community.  To this end, the board will enforce the CC&R’s and the Architectural Guidelines.  You can find these documents on our website at https://eastvillagehoa.wordpress.com.    If you have no computer access, one of the board members will be happy to provide them to you.  Owner/landlords should make these documents available to their tenants.

HOA BOARD APPROVES LANDSCAPING IMPROVEMENTS January 30, 2015

At the January 22 Board meeting your Board approved several measures to improve the landscaping in our neighborhood.  The basic contract with our landscaper, U.S. Lawns, was enhanced to add in some additional services including more attention to mulching, fertilizing, and trimming and pruning trees and shrubs.  Also, this Spring they will make new plantings in all the parkways to fill in the sparse growth of the current ground-cover.  Seasonal flowers will also be added to make our neighborhood more attractive.

U.S. Lawns also provides service to any individual homeowner if they want help with their backyard sprinklers (The HOA maintains the irrigation system in the common areas, but backyard sprinklers are the responsibility of each homeowner).  If you want help contact the owner of U.S. Lawns, Brandon Corcoran, at 541-664-7348, to make arrangements.

We’d like to update you on a couple of items related to our HOA. At the Oct 16 Annual Meeting a new Board was elected and officers appointed. The new Board members are:

Speaking of the website, one of our owners, Tom Wallech, has recently volunteered to help us maintain the website. The website is the best place to get information about and stay current with our HOA.

Along the same lines, Bobbi Stapenhorst (fandbinhawaii@charter.netrecently volunteered to be our Landscape Liaison. If you have a question or problem with landscaping/irrigation contact Bobbi and she will relay it to our landscaping company.

Finally, Bel Borg, our secretary, recently sent out an update form to every owner to get current contact info – almost everyone returned them! Thank you. It’s important to have correct contact info so everyone can be notified of upcoming meetings, changes or repairs to landscaping/irrigation, and other matters. If you have a change in your contact info please contact one of our Board members (again email addresses of all Board members are on the EVHOA website).

We know that all of us appreciate the value of our neighborhood. Feel free to contact any of our Board members if you have concerns or questions. We welcome your participation in making our HOA the best it can be.

HOA Annual Meeting – October 16, 2014

Please remember that the annual meeting for the East Village HOA is scheduled for Thursday, October 16, 2014, beginning at 6 pm.

It is imperative that we have a majority of homeowners participating, either in person or by proxy. If you cannot attend the meeting, please be aware of the following requirements:

At all meetings of Members, each Member may vote in person, by absentee ballot, or by proxy. All proxies shall be in writing, executed by the Member and dated and filed with the Secretary. (Bylaws, Article 3.6)

Accordingly, please be sure either to give your written authorization to our HOA Secretary, Bel Borg (email to “bel@mind.net”) prior to this meeting or be sure to give a written authorization to another homeowner to present to the Secretary at the meeting itself.

Article 3 of our bylaws explains many of the possibilities for an annual meeting. The critical item of business, of course, is the election of a new board.

Other important business is intended, including a request from the current HOA board to amend the bylaws (specifically Article 4.4), to allow the board authority to fill a board vacancy (in the middle of a term of office) without the requirement of convening a special homeowners meeting.

As it happens, I will not be able to attend this meeting.  Board member Fred Stapenhorst will preside in my stead.  I offer my thanks to him, along with the other members of your board for their dedicated service to our neighborhood.

Immediately following the homeowners meeting, the newly-elected HOA Board will meet to conduct its business, including (but not limited to) the election of officers and the formal adoption of the 2015 budget. An agenda for that meeting is provided here.

More News – August 30, 2014

A few announcements and reminders for the good of all:

  1. If you haven’t noticed, you’ll want to know that a block of units on Dollarhide are in the process of being repainted.  The existing paint did not withstand the sun well and, in the interests of maintaining appearances within our neighborhood, the homeowners have worked together to get this job completed all at once.  Special thanks to Nancy Morrow for coordinating with the contractor and neighbors.
  2. Our annual meeting is scheduled in about a month-and-a-half, on October 16.  There will be more to say about that meeting, including an agenda, between now and then.  For now, this is a “save the date” reminder.  We’ll meet at 6 pm, hosted by Bel Borg at Siskiyou Eye Center (648 N. Main Street).  At that meeting, the current HOA board will offer a proposed amendment to our bylaws to make it easier to fill vacancies on the board between annual meetings and we will elect a new board.
  3. One of the vacancies to be filled at the meeting will be my position on the board.  As some of you will have heard already, I have accepted a new position in Bend.  Barb and I are in the throes of preparing our house to be listed in the coming week or so, then planning to move around the 1st of October.  Obviously, I will not be seeking another term on the board.

As always, my thanks to the other members of our board.  It’s a great crew, offering so much to make sure we have a great neighborhood.

Important News – August 2014

A special East Village homeowners meeting was held on Thursday, July 24.  We were able to establish a quorum and elected Fred Stapenhorst to fill the vacancy on our board.  (A very special thanks to Fred for volunteering for the position.)

The quarterly meeting of the board was held immediately after the special homeowners meeting on July 24.

At that meeting, we heard updates from our treasurer and other board members.  We note that our financial position is solid.  We also discussed projects that have been completed in the past few months.  I offer personal words of appreciation to fellow board members for their good attention to these matters, especially during the weeks that I was out of the country in May and June.

Bobbi Stapenhorst was appointed to be our liaison to our landscapers, US Lawns.  She replaces Win Dawson who has acted in this capacity in recent years.  Please let Bobbi know of any concerns that should be brought to the attention of our landscapers and/or require further action by the board.  Her email address is fandbinhawaii@charter.net.   (Thanks to Bobbi for volunteering for this position.)

In the coming months, we’ll be looking into options to replace the concrete covers for the fireguard shutoff valves (as requested by the fire department after last winter’s problems), as well as continuing to evaluate the condition of landscaping/sprinklers.

Although individual homeowners are responsible for maintaining their own homes, our CC&Rs make it clear that the HOA has an interest in making sure that the outward appearances are maintained for the benefit of all.  To that end, the board heard an update on plans to re-paint several units on Dollarhide Avenue that are faded in places.  This work is expected to begin in the near future.  Thanks to Nancy Morrow for her work in coordinating these plans.

The East Village HOA Board met on April 24.  The official minutes of this meeting will not be available until they are approved at our next meeting, but here’s a brief update on some matters of importance.

This WordPress blog will now be considered the official website for the HOA.  It’s a free site and should be easier both for those visiting and for those administering it.  The minutes from both the January board meeting, as well as the special board meeting in March are posted here.  (The old website is still “live,” but will not be updated further and will likely disappear in July.)  You should be able to “follow” this blog and receive automatic email notifications if I/we add a new post.

I remain deeply appreciative of the work of fellow board members and other neighbors who do so much of the work we need.  The problems with our fire sprinkler systems are now resolved and additional work will soon be done on driveways for several homeowners.

The irrigation system has been upgraded this spring, so we hope to see a significant reduction in our water usage this summer.  There have been some questions about the timing of sprinkling.  If there is a way to clarify the schedule, I hope to be able to post something to our website.

The exterior paint for the block of homes on Dollarhide (west end on the north side of the street) is badly faded and should be re-painted soon.  One of the homeowners, Ross/Pat Leonard, is interested in getting theirs done.  I have asked them to look into the costs on a per unit basis, as well as for the whole block at once.  We hope that they will be helpful to us as we address this concern for the neighborhood.

There are two matters of special importance to note:

1) This past winter was very hard on our landscaping, most notably the escalonia in the flowerbeds.  The board has decided that these will need to be replaced, so the dead plants will be dug up and replaced with an appropriate plant (5-gallon size) that should be attractive and more resistant to freezing temperatures.  In the interests of managing costs and striving for a neighborhood aesthetic, these will be done in a uniform manner, without individual consultations with homeowners.

PLEASE NOTE:  If you would like to opt out of this plan and replace any of the dead plants yourself, you will need to advise Win Dawson, our landscaping liaison, via email @ winn@mind.net.  If she has not heard from you by the end of this week, she will proceed.

2) We have a vacancy on the HOA Board.  Our bylaws require homeowners to elect a replacement.  The Board will likely recommend a bylaw change at our annual meeting in October to allow the board to fill vacancies between annual meetings.  In the meantime, we will need to convene a special homeowners meeting to fill this vacancy this time.

PLEASE NOTE:  We will convene a special East Village HOA homeowners meeting on July 24, 2014, beginning at 6 pm.  The sole agenda item will be to fill the vacancy on the board.  You will be advised later how to submit proxy votes, if you’d rather do so than attend the meeting.

In other correspondence earlier in the year, I have already announced the date of our next HOA Board meeting.  That said, here’s the official three-day notice of the meeting:

Update: March 24, 2014

You may have noticed the little flags that seem to have sprouted up in some sections of our neighborhood this morning.

It’s a sign of a new project just beginning, one that we hope will provide savings for us for years to come. New sprinkler heads and other upgrades will reduce water usage and give us better results. The project should take a week to complete (just in time to get the system upgraded before we start in on another season).

In the coming weeks, we’ll also address some more of the issues with deteriorating driveways experienced by a few of our homeowners. We replaced the worst three driveways last year and plan to finish up with the rest of the driveways that need replacing this spring. HOA funds are used for the portion of the work that is HOA property, with individual homeowners picking up the remainder of this expensive but necessary work.

Earlier this year, we finally managed to confirm that all repairs to burst pipes in our fire guard system have been repaired and the fire guard system is 100% operational once more. Thanks, again, to those homeowners who had to absorb the cost of these repairs.

The next meeting of the HOA Board is scheduled for Thursday, April 24.  The meeting will be hosted by Tom Reid (HOA Treasurer) at his office @ 1101 Siskiyou Boulevard (Ashland), beginning at 6 pm.  Homeowners are, of course, welcome.


Special HOA Board Meeting: March 2

Dear neighbors,

Following on the heels of earlier updates on problems related to our fire guard system, I am writing to notify all homeowners that there will be a special meeting of the HOA Board on Sunday, March 2, 2014, at 1 pm.  I will host this meeting at my house – 2203 Dollarhide.  (Weather permitting, we’ll meet outdoors but will crowd inside as needed.)

This is not a homeowners meeting, as such, but homeowners will likely be interested in the business of this meeting of the HOA Board.  The agenda will not be as broad as our typical quarterly meetings, but will be limited to the following items:

  1. Review scope of ongoing problems with the fire guard system for the HOA;
  2. Consider options for addressing remaining concerns;
  3. Authorize payment for contract work done and yet to be performed.

Beyond this announcement, I can tell you that the air pressure test of our system (performed yesterday) did not go as we had hoped.  Instead, we now know that there must be at least one more leaking pipe (in addition to those previously identified and repaired). 

The good news is that we have been able to confirm that the fire guard system is fully functional on Abbott Avenue and on the north side of Dollarhide, so the number of units affected is declining.  Water, however, is still not flowing to the fire guard system serving the units on the south side of Dollarhide and we need to coordinate with homeowners to restore service there.
